Airline Pet Policies in 2026
Since the DOT rule change in 2021, ESAs fly as pets on every major U.S. airline — and psychiatric service dogs still fly free. Here’s the current landscape and how to plan travel with your animal.
ESAs fly as pets — everywhere
The DOT’s revised Air Carrier Access Act rules let airlines reclassify emotional support animals as pets, and every U.S. carrier did so in early 2021. Expect standard pet fees, an under-seat carrier requirement, and per-cabin pet limits. Your ESA letter remains fully valid — its power is in housing, not the air.
The PSD exception
Task-trained psychiatric service dogs remain full service animals in the air: cabin travel at no charge, outside a carrier. Airlines may require the DOT Service Animal Air Transportation Form up to 48 hours before departure. If your disability calls for a task-trained dog, this is the travel path.
How to get a PSD letterAvoid the "flying ESA" traps
No document restores ESA cabin privileges — services selling “airline ESA certificates” are selling nothing. And misrepresenting a pet as a service animal violates airline policy and, in a growing number of states, the law. Budget for the pet fee, book early, and travel honestly.
Policies by carrier type
Major legacy carriers
American, Delta, UnitedESAs travel as standard in-cabin pets: roughly $95–$150 each way, carrier must fit under the seat, and cabins cap the number of pets per flight — book the pet spot when you book your ticket. Trained service dogs, including PSDs, fly free with the DOT form.
Low-cost carriers
Southwest, JetBlue, AlaskaSimilar pet-in-cabin programs with fees in the $95–$125 range and first-come pet capacity. Some are more generous with carrier dimensions — check the specific aircraft. PSDs fly free under the same DOT rules.
Ultra-low-cost carriers
Spirit, Frontier, AllegiantPets fly in-cabin for a fee, but weight and carrier limits tend to be strictest here, and international options are limited. The DOT service-animal rules apply identically — PSDs travel free with the attestation form.
International routes
All carriersDestination country rules stack on top of airline policy: health certificates, microchips, vaccination records, and sometimes quarantine. Hawaii has its own strict entry program despite being domestic. Start planning 60+ days out.
