College Pet Policies and Your ESA

Every accredited university must consider ESA accommodation requests in campus housing — but each runs its own process. Here’s how the landscape looks across 12+ top schools, and how to get approved before move-in.

Six rules that apply almost everywhere

Dorms are covered dwellings

HUD and the courts treat university residence halls as dwellings under the Fair Housing Act. A student with reliable ESA documentation can request an accommodation in otherwise pet-free housing — without pet fees.

The disability services office runs the process

Not your RA, not the housing portal’s pet form. Every school routes ESA requests through disability/accessibility services, with its own form and review timeline.

Deadlines are the biggest failure point

Most schools ask for requests 30–60 days before move-in. Late requests must still be considered, but your animal’s arrival can be delayed past the semester start.

Annual renewal is standard

Campus housing offices almost universally expect documentation issued within the past year. Build a summer renewal into your routine.

Roommates get a voice, not a veto

Schools may consult roommates about allergies or conflicts, but the remedy is a room adjustment — not denial of your accommodation.

Out-of-state students: licensing matters

How policies vary by school type

Large public universities

e.g., Ohio State, UT Austin, Michigan, Florida

Formal ESA processes through disability services with online request portals. Documentation from a licensed provider is required, typically issued within the last 6–12 months. Deadlines commonly fall 30–60 days before move-in, and animals are approved for the assigned room only.

Private research universities

e.g., NYU, USC, Boston University, Northwestern

Similar disability-services review, often with an added committee step and a roommate-notification process. Some request a follow-up conversation with your provider, so a verifiable letter with license details matters here more than anywhere.

California public schools

e.g., UCLA, UC Berkeley, San Diego State

Follow the standard accommodation process plus California’s AB 468 documentation rules — your letter must come from a provider with an established 30-day clinical relationship. Plan your evaluation at least a month before the housing deadline.

Smaller liberal arts colleges

e.g., Oberlin, Reed, Wellesley

Often the most flexible processes with faster review, but annual re-approval is nearly universal and pet-free floors may limit room assignments. Early requests get the best housing options.
