Do ESAs Fly Free in 2026? Airline Rules After the DOT Change
Short answer: no. The era of emotional support animals flying free in the cabin ended in early 2021, and in 2026 nothing has changed that. Here’s the current landscape, what it means for your travel plans, and the one big exception that still exists.
What changed in 2021
The U.S. Department of Transportation revised its Air Carrier Access Act rules in December 2020, effective January 2021. Airlines were no longer required to treat emotional support animals as service animals — and within weeks, every major U.S. carrier reclassified ESAs as pets. That means standard pet fees (typically $95–$150 each way), carrier-size requirements, and per-flight pet limits now apply to ESAs.
The exception: psychiatric service dogs
The same DOT rule confirmed that trained psychiatric service dogs remain full service animals in the air. PSDs fly in the cabin at no charge, outside a carrier, on domestic and most international routes. Airlines may require the DOT Service Animal Air Transportation Form — a self-attestation you complete about your dog’s training and behavior — up to 48 hours before departure. Note that it’s the DOT form, not a letter, that airlines process; a PSD letter serves as supporting documentation and matters most for housing and workplace accommodations.
Flying with your ESA in 2026: a practical checklist
- Book the pet spot early — most cabins cap the number of pets per flight.
- Confirm your airline’s carrier dimensions; your animal must fit comfortably under the seat.
- Budget for the pet fee both ways, and check layover rules on international itineraries.
- Ask your vet about health certificates for your destination, especially Hawaii and international travel.
- Don’t buy a “flying ESA certificate” — no such document exists, and misrepresenting a pet as a service animal violates airline policy and some state laws.
So what is an ESA letter for now?
Housing — and it’s more valuable there than ever. Under the Fair Housing Act, a valid letter still supports living with your animal in no-pet housing without pet fees. That protection didn’t change in 2021 and remains the core reason people complete a legitimate evaluation.
