Psychiatric service dogs · California
California PSD Letter
California recognizes psychiatric service dogs as full service animals under both the ADA and state civil rights law. A PSD letter from a CA-licensed clinician documents your disability-related need — valuable for housing, workplace accommodations, and supporting your DOT air travel forms.
- ADA public access
- FHA housing protection
- DOT cabin travel support
Housing rights in California
California renters with a PSD get Fair Housing Act protection plus state FEHA coverage. Note that AB 468’s 30-day relationship rule applies to ESA documentation; PSD evaluations still require a genuine clinical assessment by a California-licensed professional.
Public access rights
Under the Unruh Civil Rights Act and the ADA, your task-trained PSD may accompany you in stores, restaurants, hotels, rideshares, and public transit throughout California. Staff may only ask the two ADA questions.
California law to know
California Penal Code 365.7 makes misrepresenting a pet as a service animal a misdemeanor with fines up to $1,000 — which is why honest, clinical documentation matters.
PSD vs. ESA — which do you need?
A PSD is task-trained for a psychiatric disability and carries public access rights everywhere; an ESA supports you through presence and is protected in housing only. If your primary goal is keeping your animal at home, an ESA letter is usually the simpler path.

AB 468 specifically targets emotional support animal documentation, including the 30-day client relationship requirement. PSDs are governed by the ADA and state service-animal law instead. Your PSD evaluation still involves a real clinical assessment with a California-licensed professional.
No. Service animals — including psychiatric service dogs — are not pets under the Fair Housing Act or California law. Pet rent, pet deposits, and pet fees are waived for an approved accommodation.
No state or federal law requires professional training. You may train your dog yourself, as long as it is trained to perform specific tasks that mitigate your disability and behaves under control in public.
